Attacks hinder Philippines mining progress

Policy inconsistencies, hostility from the church and rebel threats have long frustrated companies hoping to mine for minerals in the Philippines.

But with easily accessible deposits elsewhere in the world already picked over, those risks are an increasingly inevitable part of the business.

When communist rebels attacked a mining camp in the southern Philippines two weeks ago, foreign executives grimaced as the second such incident in three months showed one of their worst fears coming true.
